Charter Review Commission
The City of Richardson adopted its home rule charter in 1956, which outlines the structure and power of the City’s government. The City is required to convene a Charter Review Commission (CRC) every 10 years to keep the charter properly updated. The most recent CRC was convened in 2014-15. Ten years have passed, and it is once again time to convene a new CRC.
The City has done just that in fall of 2024. The charter review process began with the City Secretary presenting an overview of how the CRC members will be appointed, their responsibilities and how the review process works.
Richardson residents submit CRC applications and thereafter the Council selects members and makes the appointment. The resulting CRC is comprised of 11 members, including a chairperson and a vice chairperson appointed by City Council. A detailed review of the Charter will be conducted by the CRC members to determine if any charter provisions conflict with state or federal law, are unclear or need to be updated. The CRC plans to submit their report to City Council in June 2025. City Council may accept, reject or modify any of the CRC proposed changes. A potential election on November 4, 2025 will require a majority of the voters to approve any charter amendments.
In 2015 this process resulted in 83 amendments which were approved.
