Richardson Earns Sixth Transparency Star and Stands Among Texas’ Best
The City of Richardson has once again proven its commitment to open and accountable government. On July 16, 2025, the Texas Comptroller of Public Accounts awarded Richardson its sixth and final Transparency Star, achieving full recognition in the statewide Transparency Stars program.
This distinction is significant — Richardson is now one of only 12 local governments in the entire state of Texas to hold all six Transparency Stars, covering:

- Traditional Finances
- Contracts & Procurement
- Economic Development
- Public Pensions
- Debt Obligations
- Open Government & Compliance
As City Manager Don Magner said, “Earning all six Transparency Stars is not just a badge of honor, it’s a symbol of the high standards we set for ourselves and our promise to uphold them for the people we serve.”
But Richardson’s leadership doesn’t stop there. Of those 12 cities and counties that have achieved this full six-star recognition, Richardson is one of only five that also hold a coveted AAA bond rating. This dual distinction sets our city apart as both transparent and financially strong, a rare combination that reflects decades of sound governance, fiscal responsibility, and steady progress.
